Good morning. My name is Theresa Barreiro and currently am elected as a Kane County Board Member
representing District 2.
In March, I had announced to a small group of family and friends of my intention to consider a candidacy for Circuit Clerk. Since then I have engaged in a listening tour around the county, to hear what people’s views are when I discuss the position of Circuit Clerk. What I hear is that they want a Circuit Clerk that is committed to the residents, bring innovation to the position, reduce waste and provide transparency. Because many people know that I am committed to these ideals, I have received significant support and encouragement from the public in my run for Circuit Clerk.
As a Kane County Board Member I have strived to increase transparency and accountability. I have voiced opposition to proposals that were not in the best interest of the County and I have reviewed the budget line item by line item. I have a strong knowledge of how the Circuit Clerk’s office serves the community and I will strive to bring more services to our residents. I believe that we need accountable government, and will continue to go line by line in the Circuit Clerk’s office to improve efficiency and look to collaborate where we can save money.
As your next Circuit Clerk, I will use my experience not only from the public sector but also from the private sector to ensure the office is meeting the needs of the residents by establishing an open communication system, work towards reducing the reliance on property taxes through an evaluation of our court fee collection system, and create an efficient system to collect on the more than $66 Million in outstanding accounts payables that has been growing under the current office holder.
In addition, I will establish a system of best practices, checks and balances to ensure the courts are properly supported.
The people of Kane County deserve a Circuit Clerk that is transparent and accountable, and I am the person that they can count on. Today, I am announcing my intentions to be your next Kane County Circuit Clerk.
In 2018 the Kane County Board eliminated funding for the electronic home monitoring system. What this essentially did was removed the ability of a judge to place someone out on parole rather than in jail either prior to sentencing or as their sentence. This would allow the individual to got to school, and or work. But, the sheriff's office would know where they were at all times so that would not repeat offend. In my professional opinion this made no sense, especially financially. Of course the blame was directed to the chief judge for not squeezing out $700,000.00 from her budget.
I have always been a strong advocate for the employees throughout Kane County. Yes it's important to maintain a good credit bond rating. Yes it's important to maintain a good budget. But when services are cut with the public led to believe there isn't any finances or your taxes will increase is a blatant lie. There are funds that would need to be rearranged, there are funds that if dipped into would not lower our bond rating. https://www.dailyherald.com/news/20180517/kane-finance-committee-head-no-added-funds-for-striking-court-workers-raises
